CNC for short means that you have no ability to pay your tax debt. This is determined by submitting financial information that establishes that your income and allowable expenses are about the same. We can posture you appropriately before submitting financial information to the IRS. Posture means putting your self in the best possible situation financially before asking for a CNC. We usually negotiate your CNC with and IRS Revenue Officer or the IRS Automated Collection System.
Once the IRS declares you CNC, the IRS must cease all collection action including levies of wages and garnishments of bank accounts. In addition the IRS will send you an annual statement with the amount of tax still owed including interest and penalties. This statement is not a bill.
While in CNC status, the IRS statute of limitations is still running. If the IRS does not collect the tax within the 10 year statutory period, then the tax debts will expire. See expire it for more information.
During the last 34 years that we have be representing taxpayers before the IRS, over 14,000 IRS tax debts have been put into CNC status and expired. Many of those were for the full 10 year period.
Over 40,000 IRS tax debts were put into CNC status until the taxes were discharged in a chapter 7 bankruptcy. There is a 3 year, 2 year and a 240 day rule that has to have passed before taxes become dischargeable. We often use CNC status until the time has passed under all three time rules.

So what is a true testimonial? There are two types that you should only have confidence in.
The first is a letter from the IRS stating what the settlement was.
